Unclassified Senate

Governance Committees:

The KU governance system operates on a committee system with reference to the University Senate (eight committees) and Faculty Senate (four committees). Recommendations for positions on governance committees are submitted by the appropriate constituent groups (Faculty Senate, Student Senate, Unclassified Senate, and University Support Staff Senate) to the Senate Executive Council (SenEx). SenEx writes "charges" for these committees during the summer. The charges are a list of items that SenEx wants the committee to address during the coming year. A brief overview of the committee purpose and a link for more information is included for each committee.

University Governance Committees, Commissions and Boards

The following committees all have three-year terms.To see reports from, and charges to, these committees, click on the committee name. 

Academic Computing and Telecommunications (ACTC): This committee works with administrative personnel and other governance bodies to support and improve the academic computing and telecommunications environment at KU and to develop policy concerning information security, intellectual property rights, and other matters relating to information technology. Susan Zvacek, Instructional Development and Support, is the unclassified representative; term ends 2009.

Academic Policies and Procedures (AP&P):  This committee reviews and develops proposals concerning academic policies at KU, including matters such as the grading system, add and withdrawal policies, and other academic matters relating to the instructional mission of the university and is responsible for holding hearings in cases of program discontinuation.  Kim McNeley, CLAS, is the unclassified representative; term ends 2009.

Athletic Committee:  This committee serves as the link between governance and athletics programs at KU, and works with athletic corporation to promote the educational experience of student athletes, to support compliance with NCAA requirements, and to address other issues of interest to faculty, students, and staff in relation to athletic programs at KU.  Frank De Salvo, Student Success, is the unclassified representative; term ends 2010.

Calendar: This committee is responsible for developing the university’s 5-year calendar, informing the university community about and monitoring compliance with rules concerning the scheduling of examinations and other matters, and considering or developing proposals concerning changes to the calendar. Bridget Bradley, CLAS, is the unclassified representative; term ends 2009.

International Affairs: This committee works to improving the international dimension of KU by expanding opportunities and monitoring success of incoming international students and by promoting, expanding, and enhancing opportunities for KU students, faculty, and staff to have international experiences.  Alexia McKinley, Business, is the unclassified representative; term ends 2009.

Libraries: This committee works with KU libraries to develop long-range planning for and monitor the allocation of library resources, to promote communication with the library by students, faculty, and staff, to expand access to materials.  Kathy Pribbenow, Libraries, is the unclassified representative; term ends 2009.

Organization and Administration: This committee considers and develops proposals concerning the structure and operation of university governance, reviews proposals for amendment to the University Senate Code and other documents to ensure consistency of language and format, and address particular issues relating to the structure and operation of governance as they arise.  Kathy Pribbenow, Libraries, is the unclassified representative; term ends 2009.

Planning and Resources (P&R): This committee provides the governance voice and works with administration officials and other governance bodies in the planning processes of the university, including such matters as institutional strategic planning, tuition and related budgetary proposals, and the physical environment of the university campus.  Jason O’Connor, Business, is the unclassified representative; term ends 2009.

Retirees Rights and Benefits: This committee works to promote communication with retirees, support their participation in the life of the university, inform retirees of their rights, and otherwise improve the experience of retirees both as an acknowledgment of valued service and as an important asset for the university.  Members serve staggered three-year terms.  One unclassified employee and one unclassified retiree are needed, as the terms of Sandy Wick, University Honors Program, and Fred McElhenie, retiree, expire.

Governance Commissions and Boards

Judicial Board

The Judicial Board reviews grievance appeals. For disputes involving alleged academic misconduct or alleged violations of student rights, the initial hearing normally will be at the unit level, however, there is an option to hold an initial hearing at the Judicial Board level. The Judicial Board does not meet on a regular basis. When a hearing is required, a panel drawn from among the membership is appointed. The Judicial Board membership includes two members of the unclassified professional staff and three members of the University Support Staff, appointed by the Provost to three-year staggered terms.   Amy Wierman, School of Engineering, holds one unclassified position (2010); one three-year appointment is open, as Jason O’Connor’s term expires. 

Note:  The Provost also appoints three administrators, at least one of whom must have faculty status.  Typically the other two administrators are unclassified professional staff members.  Ray Finch, Russian, East European, and Eurasian Studies, serves until 2010; one three-year unclassified position is open, as Dan Consolver’s term expires.

Library Appeals Board

The Library Appeals Board reviews appeals associated with fines levied by the Library. Three members (one faculty, one student, and one staff member) are appointed by the Provost. This committee usually meets only a few times a semester. The staff member position is for a two-year term and alternates between the classified and unclassified staff.  Members of this board may not serve simultaneously on the Senate Library Committee. The current staff representative is Mark Lohmeyer, USS, Budget Management and Fiscal Services.  His term continues until 2009. 

Parking Commission

The Parking Commission develops and recommends to the Provost general policies for the control and management of the parking of vehicles on property under the control of the University, and the traffic control booths. This commission meets monthly during the academic year. Two unclassified and two classified staff members serve staggered three-year terms and may serve successive terms.   Nominations are submitted to the Provost, who makes the appointments.  Andrew Shoemaker, Disabilities Resources, serves as unclassified representative until 2010.  One position is open, as the term of Susan Teague, Chemistry, expires.  The Parking Commission also has four subcommittees and members of the commission may also be appointed to one or more subcommittee.
