Executive Board Meeting

Tuesday, October 9, 2001

12:00-1:15, Alcove D, Kansas Union

Attending: Eric Jeppesen (President), Thelma Simons, (President Elect), Alisa Branham (Secretary), Ola Faucher (Human Resources), Barb McClain (Representative), Kathy Stiers (Classified Representative), Pat Miller, Sally Hayden, Susan Sloop (Treasurer).

Agenda

Minutes from September 2001: Eric moved to approve with minor corrections; Thelma seconded.  Approved.  (Alisa sent the edited version to David Burge for the web site.)

There was no agenda printed for this meeting.

Ola responded to the September minutes: HR will be sending out a survey to gather updated demographic information, including educational level, for all "non-student" employees (unclassified, classified, faculty).  This should be completed within the next two months.

President's Report:  There was good attendance (apx. 50) at the general meeting yesterday featuring Janet Murguia.  Janet talked about her background, building coalitions, and emphasizing the need for consistent messages across the campus.  She has strong ties to KU and a passion for her job.  At the meeting, CJ Brune asked if getting the message to the Legislature will make any real difference; Eric noted that Janet emphatically answered "yes."  He will send her a thank you letter.  Thanks to Sally Hayden for the well-designed flyer announcing the meeting.

Eric is trying to get legislators together for our next general meeting, probably in November.  The format is not set but may involve brief remarks from each legislator, followed by questions from the audience.

SenEx has been active.  They previously dissolved the Human Relations committee but are now talking about the need for coordinating diversity issues, which may evolve into another committee.  Washburn is leading a push to allow more junior college transfer hours.  Parking Commission met and will have open forum on November 13th.  Eric met with the Provost, then the Chancellor last Friday, and is working on getting an unclassified representative on Academic Policies and Procedures Committee and the Athletic Corporation Board.

Treasurer's Report:  Susan says no expenditures have cleared yet so there's nothing to report.

Human Resources Report:  In response to our questions from the last meeting, Ola said that HR makes decisions on whether positions are unclassified or classified, exempt or non-exempt, and designates the correct job title.  They do this by looking at position descriptions.  Organizational studies or restructuring can trigger the same reviews.  They are trying to develop a plan for more systematic review of all campus positions, but it will take time and they have no additional staff to do it.

 

Susan stated that the main issue of concern to all of us is equity.  "Who can initiate these requests?"  Ola said that usually administration do this, but it could be started by an individual talking with HR.  There is a history of variety, based on how these determinations have been made by departments.  HR has only been involved for about 2.5 years and their goal is greater consistency across campus.  FLSA is an interpretation of federal law.  Status as exempt or non-exempt is defaulted by job code, but reviewed individually.

 

Ola updated us on the results of the workplace survey, which is currently being reviewed by the Provost and Chancellor.  She hopes to reconvene the committee soon.  They got a 33-34% response rate.  Overall results were positive but some clear cut areas need attention.  She hopes to make the preliminary results public soon and get some "quick fixes" in place this year.

 

New Business:  None. 

 

Thelma asked for feedback on the new web site, which was positive.  She clarified to the group that to send list messages to an updated list she must now have the permission of Jeanette Johnson in the Provost's Office.  There was a discussion of how many names are on the list.  In the past, it appears that UPSA excluded some categories like post-docs.  By Ola's estimates, there are about 1400 unclassified professional staff but our exclusions cut that to 900.  Ola will provide us with some information so we can revisit this issue.
