UPSA Executive Board Meeting

Attending:? Thelma Simons (president), Jeannette Johnson, Danny Kaiser, Pam Houston, Donna Hultine (secretary), Kathy Stiers (classified senate), Dan Consolver (treasurer), Mark Nesbitt-Daly, Kathryn Tuttle, Jill Hummels, Sally Hayden, Eric Jeppesen

Minutes:
Minutes from the August 13, 2002 Executive Board meeting were approved as submitted.

Treasurer?s Report:
We are beginning the year with the same allocation as last year of $2,510.00.?

President?s Report:
SenEx Meetings:? Simons advised that SenEx is having discussions about whether or not to continue the International Affairs Committee.? The past chair of the committee is recommending continuing in an advisory capacity to Diana Carlin,? dean of the Graduate School.

The tuition waiver issue is to be handled by a faculty committee and is also being discussed at the Regents level.? There will be a pilot program on this at Ft. Hays State.? This is being studied in part for faculty recruitment and retention.? There will be a classified and an unclassified representative on the KU committee.? Houston objects to the committee being predominantly faculty.? Johnson pointed out that faculty aren?t eligible for tuition assistance now.

Simons also reported that SenEx was working on charges to the Parking Commission.

Meeting with Provost:? Simons reported on a ?no transfer? rule that came out of the omnibus appropriations bill?funds can no longer be transferred from personnel lines to other lines.? The Regents Council of Business Officers has met twice with Dwayne Goosen on this.? This rule starts with the budget we have to submit on 9/15.

The Provost also discussed the breakdown of expenditures from the tuition increase.? Tuttle voiced concern that all enhancements are going to academic programs.? Simons will send a note to the Provost to request that an unclassified representative be added to the Planning and Resources Committee.

University Council Report:
Tuttle reports that University Council discussed the budget and that the Provost reviewed for them the expenditure of tuition money.

Committees:
Governance and Representation ? Nesbitt-Daly and Johnson are scheduled to meet with our counterparts from Wichita State.? Among other things, they?ll try to find out how they?re organized and? their organization?s role in governance at Wichita State.? They also want to open a dialogue on how to proceed in approaching other schools in forming similar groups.? They?ve asked for input from UPSA board members.

Professional Development ? Hayden provided a summary of this committee?s activity including the history of professional development grants awarded and professional development offerings for UPSA members.? She talked about possible topics and speakers for future UPSA general meetings.? Names mentioned were Dennis Saleeby ? on humor and managing change; Kathryn Tuttle ? History of the University; Mike Hoeflich ? the Patriot Act (which will have an impact on recruiting international students).? It was suggested that some kind of communiqu? be sent out from the Provost or Chancellor encouraging attendance and encouraging deans, directors and chairs to allow their employees to attend.

Marilu Goodyear is scheduled for October 29th from 3:30-5:00 for our next general meeting to discuss the Telecommunications Task Force Report (this has since been rescheduled to November 13th).

It was suggested that we formalize an ?UPSA Professional Development Series? for general meetings in the spring semester.? We would line up all of our speakers and topics and advertise them at the same time under the above name.

Classified Senate:
Stiers reported that there is no truth to the rumor that classified employees are looking to unionize.? She did advise that there were some employees who felt that KAPE wasn?t serving their needs and there was some kind of a meeting held off campus, but that it did not come out of classified senate.

Stiers reported that classified senate had discussed parking on Memorial Drive as a problem, especially between 3:00 and 4:00.? They?ve also been talking about wages and insurance.

Old Business:
We agreed to invite the classified senate executive board to attend the UPSA general meeting with the provost.?????????

New Business:
Marilu Goodyear will speak at our next general meeting (November 13).? She will talk about the per jack increase among other things.

Consolver reported on the America?s Promise meeting he attended. This is a movement from Colin Powell advocating for volunteer service for the nation?s youth.? KU was contacted to be a ?University?s Promise? station.? We would be required to run a website using their software.? It would cost KU between $150,000 to $200,000 to staff, coordinate and advertise.
