UPSA Executive Board Meeting
Thursday, December 11, 2003

 

Attending:  Dan Consolver, Thelma Simons, Danny Kaiser, John Augusto, Jeannette Johnson, Kathy Stiers, Ola Faucher, Jason O'Connor, Ray Hummert, and Donna Hultine (secretary)

Minutes:  Minutes from the November 13, 2003 Executive Board meeting were approved.

Expanding on discussion from our November meeting, J. Johnson explained that KU has hired a consultant to help define a new image for the university.  There is a "marketing council" of key university staff appointed by a "senior marketing group" including the Chancellor, Provost, Janet Murguia and Marilu Goodyear.  Various committees are reviewing current publications and letterhead from all schools and public entities to see how widely spread out our identity is.  In early spring, there will be more information provided to the campus at large.

Treasurer's Report:

$800 invoice for the comedian is in the process.

President's Report

SenEx Meeting – Consolver reported that the issue of basketball season tickets seems to be consuming a lot of time in governance meetings.

He asked for our opinions on whether existing staff season ticket holders should be able to keep their tickets or participate in a lottery along with any other staff members who want season tickets.  The consensus was that existing season ticket holders should be able to continue to get their season tickets and a lottery should be held among those who haven't had season tickets for the additional seats offered by KUAC.  We also agreed that seniority should be considered for seating.

Committee Reports

Governance and Representation

Murguia and Nesbitt-Daly have met.  Jon Josserand will meet with his counterparts at other schools and start a dialogue to plan our legislative visits, planning on sometime in February.  There will be some kind of training session conducted for those employees making the visits.

They are talking about developing an informational mailing to legislators in other close counties with information about how many of our ranks reside in their district.  Faucher will get a count by county of faculty and staff "voters in your district."

Nesbitt-Daly described his committee's discussion on how a more representative UPSA Board would look.  The total number on the board wouldn't change, he proposed five groupings with one representative for each.  He will write up their ideas for our next meeting.

Professional Development – Augusto reported that the Humor in the Workplace session was well attended and well received.  He received good feedback, people enjoyed themselves.

A possible future general meeting might include the Ombudsman – he would be happy to talk to us about how they operate and maintain confidentiality.

Committee Representative Reports

University Council – We already talked about the basketball season ticket issue above.  They passed the International Global Awareness Certification.  This will be available to any undergraduate student and will include a service and co-curricular component.

The Provost's draft statement of response to the Wagle amendment was taken almost in its entirety. This was a 30 some year old statement of responsibility.  They said this statement meets requirements – they don't want to get into a mold where they second guess what Wagle and her colleagues throw at them next.

Classified Senate

Stiers reported that the Regents will be looking at the alternative to civil service proposal in January.  KAPE is now getting involved, charging that the proposal is anti-labor.

Human Resources Report

Faucher reported that People Admin, a web based subscription applicant tracking system, will be in place for all unclassified professional, classified and student hourly employees in February.  It will be in place as a pilot for unclassified staff in February.  These categories of employees will apply through this system.

They are developing an orientation for new managers – a prototype will be presented to a group of new unclassified managers for feedback and fleshing out.

They are discussing what role they might have in unclassified salary benchmarking – to look at job titles to develop reasonable groupings of titles and assigning salary ranges.

They are working on a new classified staff evaluation form.

Other business:

Kaiser reported that the calendar committee has met.  They approved a change in stop day and cleaned up some language that prohibited required sports events on weekends during finals.  They'll be discussing the fall break.

Consolver added a list of meetings the UPSA president attends.  They'll be looking for president-elect candidates and wanted people to be aware of the commitment.
