Unclassified Senate Meeting

Attendance: Jenn Brooks, Jason O'Connor, Jeannette Johnson, Hannah Love, Mark Nesbitt-Daly, Dan Consolver, Sheri Perry, Aaron Brown, Ola Faucher, Maxine Younes

  1. Approval of 3/9/06 Minutes with the following changes
    1. Misspelled Marchiony on page 2
    2. Page 3, Item #3 ? we do not need to change meetings to Wed to accommodate Sheri because she is quitting her job to pursue a PhD in Pub. Admin.
    3. Dan Consolver moved to approve and Jason O'Connor seconded the motion with the stated changes.
  2. Committee Briefs
    1. Jeannette commented that the bus bill for the Edwards Campus trip was twice what it was supposed to be.  She did not have a written estimate.  She was told it would be about $385 and we were charged $720.
    2. Hannah from Student Senate reported that they had elected new officers.  Jason Boots is the new President from Plano, TX; engineering major.  Melissa Horen is the Vice President and a Poly Sci major.

                                                               i.      When asked what the issues will be, Hannah reported that the athletics referendum, textbooks, bussing, freshman Park & Ride, and bike lanes on the blvd.

    1. Sheri Perry from the Governance Committee reported that all projects are on hold.  The survey scheduled for next month is on hold until the Fall. May 15th there will be a meeting to update paperwork. 

                                                               i.      Sheri also reported that she considers the Edwards campus trip a success.  Most visitors had never been there or hadn't been there in years.  Feedback received was to the effect of, we hope you do this again!

                                                             ii.      Ed Foley was elected, he is the Director of Recruitment for students.

    1. Mark added that the new Senate documents could use some wordsmithing, especially when it comes to the language of the committee composition.  There is not much representation listed or descriptions of the parallel structures, senators vs. representatives.

                                                               i.      Jeannette said that suggestions could be submitted as editorial comments, since they are really just changing the wording, not the numbers.

    1. Jill Hummels was not present, so no committee report from the PR group.
    2. Ola Faucher from HR contributed the following:

                                                               i.      All evaluations and titles are done.

                                                             ii.      Ola does not know what percent of unclassified staff get evaluations.  She suggested that all unclassified staff should get evaluations.  It is an Institutional liability to not have them done, plus there is nothing to refer back to if there were future problems.  It is University policy, but each group is doing their own thing.  HREO can be helpful to every group.

                                                            iii.      Retirement Plan ? this is being brought into legal compliance.  The first change is related to disability (there will be a cap of 5 years on contributions to retirement plans instead of until disabled person reaches 65 years old).

                                                           iv.      Student Health Insurance ? independent of the State will be ready by the Fall of next year.  Jeannette gave the history of the State Employees Healthcare Commission.

    1. Maxine Younes reported on the University Support Staff senate that they had their meeting on May 10th and they are proceeding with the survey for tuition assistance and that they will have a retreat on July 20th.  Danny Kaiser also gave his presentation on transportation at their meeting. 

                                                               i.      They had elections: Dennis Constance is the President and Doug Carter is the VP, Sharon Green is possibly the Treasurer.

                                                             ii.      Dennis stated that the goals for their organization included the equal treatment across the board for rules that are written down. (examples given were sick leave, workers comp disciplinary)

                                                            iii.      The State is activating old pay matrix steps.  The step increase is in effect for this year with a 1.7% merit increase for this year.

    1. Jeannette commented further on the Professional Development committee.  The trip to Edwards Campus was worthwhile, everybody had good time. 

                                                               i.      There will be one long lunch tour this summer to visit an area that is to be determined in the Know Your Campus effort that the Unclassified Senate has initiated to expose Unclassified Senators to KU's unique campus.

    1. Aaron Brown commented on the Ad Hoc committee that covers elections.  The election happened. J The remaining tasks are to write up the processes and procedures for future elections.  All nominees were notified.  There were approximately 400 votes, which is a high participation rate compared to last year's 189.
  1. Other Business
    1. Dan Consolver mentioned that the officers election meeting last year could go a little better, so the group brainstormed on ideas to make the transition smoother and notice to upcoming Senators on meeting content.

                                                               i.      Next full Senate meeting is June 22nd.  The first full Senate meeting with the new senators and remaining elected senators will be in August.

                                                             ii.      Ideas submitted to make a better transition meeting include:

1.      Discuss nominations on the web site.

2.      Talk about what the roles are in June and have a paper ballot in August.

3.      At the June meeting, introduce the committee members and give descriptions on web.

4.      Open nominations, then vote in August

5.      Prepare an advanced notice of the agenda to anticipate what is coming up.

    1. Discussion about people who were nominated, but not elected, possibly serving on committees ended with the fact that they could not be a chair of a committee.  Mark is going to review and double check the list of expiration dates on terms for senators.  He will prepare letters to the effect of ? thank you for your service, see you at the joint meeting, consider serving in the future.
    2. Next spring numbers and distribution of senator representation will need to be reviewed according to Ola because of the unclassified staff population growth.
    3. Meeting scheduling ? August will be the full senate with the officer vote.  We will stick with 2 full meetings per semester and monthly for executive board.  (These dates are currently alternating monthly)

                                                               i.      Sheri made a suggestion for more meetings

                                                             ii.      Jeannette suggested we schedule more OPEN meetings

1.      Provost, Yehle, General Membership meetings

2.      Concern about the Libraries: in the spring the professional development group could have an open house to speak with the new Library Dean

                                                            iii.      August 17th is no good ? 1st day of classes, possibly have a second July meeting for elections.

    1. Jeanette brought up that there are a lot of PhD candidates that are unclassified and are left out of the loop.  What are the issues related to them?  They are mostly international people with visa problems, term-limited appointments, and immigration/Dept of Labor regulations.  John Augusto is creating training programs for post docs.

                                                               i.      We could possibly do something for post docs.  Possibly 150 paid unclassified staff members fit in this category.  We could have a reception for them and introduce us to them.  An example of a post doc with 1 month of vacation saved up used it on a new employer's grant and not on the previous employer's grant was given to demonstrate some issues they could use assistance with.

  1. New Business
    1. Jason O'Connor ? Basketball Tickets: payments are due by July 21, the price has increased $5/game, Select-A-Seat program will continue.

                                                               i.      $756/season tickets; $1550 for all included season tickets; $500 for parking pass

                                                             ii.      Athletics web site is where anybody can purchase season tickets, you can also elect to enroll & pay (like Parking).
